I guess this might be the time at low tide. A nice-looking photo. I was once a long time ago in Germany walking at low tide, the water was completely gone far. It was really exciting to walk when you knew that soon the sea is once again in place. We do not have this kind of sea variation.

There is quite a few people around - given that I imagine it is way too cold for swimming!
